Finally found something that seems to hint that Vietnam is finally developing the legal framework for animal biotechnology. On November 19th, 2018 Vietnam passed the “Law on Animal Husbandry” which replaces the old law passed in 2004.

In it, Article 17.2 states:
Genetically engineered livestock and clones of livestock
1. Genetically engineered livestock are livestock whose genetic structure is changed by the gene- transfer technology.
2. The research, selection, creation, experimentation, production, business, use, release, international exchange, and other activities in respect to genetically engineered livestock shall comply with the provisions of the law on biodiversity.
3. Cloning of livestock is the use of cloning techniques from vegetative cells to create livestock.
4. Organizations and individuals may research the cloning of livestock according to the provisions of the laws.

Law will be in force 1 JAN 2020

It isn’t much but it’s the first law we’ve seen passed that suggests that the “legal framework” that has long been absent may finally be taking shape.

The GE ban that was mentioned in the annual report by the USDA was addressed in article 12.9 and would not affect KBLB.

Article 12.9 prohibits the illegal importing, raising, breeding, releasing, and use of GE livestock and products from GE livestock.

As the ban reads, it would seem to affect KBLB. However, if you read the original drafts submitted by Vietnam to the WTO, and the Vietnamese Laws on Animal Husbandry, this ban deals specifically with GE animals that have been treated with veterinary medicines not currently approved in VN.
