I think they bought a stake in California due to the over abundance of marijuana in California. If and when recreation cannabis become legal in New York and Illinois The concern in Illinois and New York is that their will not be enough supply. If cresco owns a lot of supply in Cali they can supply both Illinois and New York quickly. Again this is just an opinion, but an educated one
