I kindly have to disagree with your interpretation of the letter.

Please look at pg 32 & 33. Niocorp will not be processing radioactive materials. They are looking to get a specific license for on-site RA waste disposal.

In paragraph 3 pg.1

"Since Nicorp is not mining uranium, it needs a license from DHHS and not NRC."

I would guess that permitting through the NRC would be more time & money consuming.

With Niocorp wanting the air construction permit in hand by Jan. 2020 (only 8 months from now) things are going to get fast & furious! IMO
