Just To Follow Up On this;

A possible contract with the City of Las Angeles wouldn't have any barring on the delay of the 10-K, YE Financial Report, for 2018 - as it didn't come to question until 2019 !

However, the RS does, as it has become a requirement for completing the 1-A, Public Offering!
