Glenn can tweet whatever he feels like sharing. Twitter has been approved by SEC years ago to be a legit media stream for releasing public information from CEOs to the investors. Musk and Cook and Zuckerberg have been doing it for years, in a lot of cases even pre announcing their twitter releases.

I am not sure how being 'not curren't changes it, Don't know.

And of course he is still under NDA which may be preventing him from releasing some content.
