And while I may not be able to prove that "the DTC shares went into the float," there is plenty of evidence supporting the notion that fresh, dilutive shares have effectively traded over the last 2 weeks (e.g. MMs on the ask who are notorious for facilitating dilution, lack of price movement on heavy volume, etc.)

Furthermore, only the culprits can explain the 454M in SEQ trades. Whether it was stock manipulation or dilution is a moot point. The fact remains that many shares were sold at .0002 and the stock continues to hit all-time lows.

As for the decrease in DTC count on the sister company, current financials are of utmost significance in order to understand what’s happening. But if I had to speculate, it could simply mean that shares were either canceled or restricted.

DTC is just a depository for any currently registered securities that have been cleared for trading (https://www.investopedia.com/terms/d/dtc.asp). If someone wishes to transfer their position from one brokerage to another, the number of shares held at DTC could decrease during that specific period of time while the owner of said shares is in possession of the paper stock certificates.

Again, this is why companies should make an effort to remain current so that investors are not responsible for the guesswork that comes with delinquency.
