I don't know if they would need to. There are massive distribution channels already in place. Consider Walmart, CVS, Walgreens, Rite Aid, etc...
Last week it was announced on FOX News that CVS was going to begin selling CBD Oil in 600 of their stores. CVS has 9,800 stores.
This is just the tip of the iceberg.
