It means FINRA has approved KSWJ for Market Maker representation to make a market for the stock. As soon as one Market Maker submits a Form 211 to FINRA to make a market for KSWJ then other Market Makers can piggyback off of the first Market Maker's approved Form 211.

You can contact your Broker to see if the stock can be traded with quotations.
