From your own post of an email from HD themselves saying it is not illegal:

Nor, irrespective of how Harley-Davidson might feel about it (and I can't speak to that because it's not my area), is there anything illegal in dealers selling these components for this purpose."

Again, you overreacted and falsely accussed a company of illegal activities.
