If the TA quits, any certificated shares are stuck and cannot be traded. NTEK shares held by Cede will still be tradable, butt only those shares held by Cede. No other shares can trade because no TA exists and thus no ownership transfers except within Cede street shares can trade.
No new shares can be issued. No non-Cede shares can trade. No shares could be retired.
Butt there is no 'delisting' relevant to NTEK. It's never been a listed security.
