What I was trying to say is that a company or government entity looking to buy a fleet of electric vehicles isn't going to make that decision by getting the information off of a suppliers internet site. After identifying potential suppliers they would then ask for bids, demos etc.

On the other hand, if an individual in Arizona were interested in a e-bike, where would he go to see one and kick the tires or do a test drive? How would he get service if it broke down.

They're two different types of customers that require different types of sales and support. They don't currently have a network of dealerships to support the individual market. If their fleet sales take off it increases the likelihood that they can partner with established third parties or independent dealerships to support the individual market.
