Since it is an offering, it will be for the public to purchase. That is the very meaning of it. If it was for one or a few individuals, it would have been called a placement.
You all might want to read up on the difference...the SEC will only permit companies to effect what they SAY they want to affect - there would be no reason to not call it a placement if they had the buyers were already lined up.
