Delays come when there are mergers and acquisitions, silent periods, and companies need to get their books perfectly in order for a Nasdaq uplist.

Garnock took CRON to Nasdaq last year.

Garnock holds over 50% of the OS of VRUS.
If he chose to retire his shares, for a stake in the company that is about to uplist, that brings the OS down to 550M shares.
