The OTC has always applied the C.E. to OTC tickers that have been suspended by the SEC or FINRA. Its only since George Sharp was recently hired as a consultant to the OTC that the OTC has started to put the C.E. on non SEC filers. Market makers/trading houses are not restricted from trading shares just because of the OTC designation its because of the SEC suspensions if any.
