The answer: not all warrant holders were included in the warrant exchange agreement. The original warrants had a dilution adjustment provision. The new shares issued to the exchanging warrant holders was considered a sale of new shares at a price equal to the market value of the warrants (.30). So the exercise price of the warrants that were not exchanged were lowered to .30. This is all extremely odd.
