Brainstorming here:

1. If the 404 was denied, why wouldn’t they get it over with.
2. If the 404 was being discussed issued with amendments, and they are working to address before signing.
3. if 404 approved, why wouldn’t they get it over with.

Public review is over, lawsuits are not against the state not the company. But PLM can use their lawyers in the state lawsuit if they want.

To me logic is choice 2 for the delay in time and the reason for no immediate update.
