And to me it means they can do an R/S without Garnock/Monaker approval if they are doing it to uplist, i.e., they are actually applying to NASDAQ or NYSE and they are need to R/S to meet share price eligibility.
If they wanted to R/S for any other reason, e.g., because they have maxed out the O/S and would rather R/S then increase the A/S, then they would need approval from Garnock and Monaker to do so.
My thinking anyway.
