To me, the January 23 notice is clear.

(Please see the entirety of it as a quote below.)

I may as well lay out my own take on yesterdays's Omega award. As I read the January 23 notice, the entire notice is laying out the non-competitive status of the award that was coming to Omega and was announced yesterday. Omega is the "one responsible source and no other supplies or services will satisfy agency requirements." The whole notice is to explain that the award will be non-competitive-- except for one sentence: "Please be advised that a competitive follow-on effort procurement is ongoing with a planned award in March 2019." This is the only sentence that speaks of a competitive process, and it can only be interpreted to mean that the award of the competitive process is planned for March. It does not mean that the non-competitive award to Omega will appear at any particular time since it doesn't even speak of any non-competitive award.

I can only conclude that the Omega award yesterday was the non-competitive one since it "is expected to be completed in March 2020", according to the announcement of the award.

I agree that we have good reason to expect announcement of the competitive award this month, except bearing in mind that all information provided in the January 23 notice is "subject to change", presumably without notice.


THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY
The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWC-AD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This acquisition provides Contracted Air Services (CAS) of contractor owned and operated aircraft to United States Navy (USN) Fleet, Department of Defense (DoD), Non-DoD, and Foreign Military Sales customers for Air-to-Air refueling (AAR) of approved USN and other receiver aircraft capable of AAR. NAWC-AD intends to award a Firm Fixed Price (FFP) and Cost contract modification to Omega Aerial Refueling Services, Inc. (OARS) for an additional 12 month ordering period from 3/26/2019 to 3/25/2020.

Please be advised that a competitive follow-on effort procurement is ongoing with a planned award in March 2019. At this time, OARS is the only AAR source which owns approved aircraft with Navy Interim Flight Clearances and Federal Aviation Administration Airworthiness Certificates that can continue performance during this ordering period of AAR missions without an unacceptable delay or interruption to the Fleet. This support is critical to provide AAR Services to USN Fleet and Test & Evaluation community.
