“Please be advised that a competitive follow-on effort procurement is ongoing with a planned award in March 2019.”

Translation: If the follow-on effort procurement was not competitive then the award would have been given for 5 years and not just one!

TMPS is not ready to provide uninterrupted service at this time but looks like it may be ready within the year and hence the conclusion of receiving the 5 year award in March of 2019!
