Doesn't really matter. No uplist can be accommodated unless the annual meeting provision is met.

The same provision exists on the NASDAQ exchange.

You might especially enjoy the content on page 7 which details rules regarding share offers and dilution. The manual detail reveals some questions on whether FNMA or FMCC could ever relist if warrants are converted or some secondary share offer is launched without a bona fide shareholder proxy and vote. Succession rights do not appear to meet the fiduciary requirement, IMO.
