Convertible noteholders are bringing this stock down, which is a result of American Green toxic debt. If you looks at the trades today, and previous days, you'll see a huge majority of the volume is shares being dumped:

It isn't uncommon to see hundreds of millions of shares being sold.

What should I invest in if not ERBB?

That is entirely up to you. I would recommend doing extensive due diligence into a company you plan to invest in, and don't just look at stock price and volume as factors. Take into account the number of outstanding shares, sources of revenue, past performance, and if there have any convertible debt that could bring the price down over time like we have seen with American Green.

Why would this be a scam?

American Green has a history of over-promising and under-delivering. Lots of fluffy press releases that never amount to anything substantial for the company, or some of them being outright lies. For example: Nipton, the Canada machine deal, and the American Green Machine to name a few more recent ones, but I would highly recommended looking into this company's past performances to see why it is considered a scam by many past investors and critics. Take into account the only reason this company is still around is because they sell convertible notes to predatory lenders at the expense of shareholders. That's why there are 28 billion shares trading at 0.0002 a share...

If this is a scam, who should this be reported to?

Honestly, because American Green is a pink sheets company, a lot of what they do goes unregulated or very narrowly skirts the law. The SEC has done a crackdown on this stock in the past, even placed a 2 year DTC chill on exchange of stock. But overall, my recommendation would be to just stay away from this one. It isn't worth the headache.
