The reduction of OS was updated at OTC Markets and you can verify by getting on the phone with their transfer agent. Don't take anyone else's word that they've spoken with the TA when it's so easy to do yourself. Anyway, the OS is verified when published to OTC markets, and you can call the transfer agent directly between OTC Markets updates. They're typically happy to oblige.

to answer your question directly, there's no filing yet, and I expect that's because other actions are in process (reduction of debts as was PRed).

By the way, you can find the transfer agent for any OTC stock by going to otcmarkets.com, searching for the ticker, going to its page, clicking on the "Security Details" tab, and scrolling down to the transfer agent info.
