Finra has nothing to do with changes in the AS...it is determined by the board of a company, and recorded by the Secretary of State for that company. Finra doesn't care what a company's AS is. And Finra doesn't have any such time limits between significant events - I don't know WHERE people come up with such loony ideas, but the rules all public information if one looks for it.
