Yes, it does.
The SEC has 5 years to complete their investigation and file suit. The usual minimum time is around 29 months from the initial suspension of the stock, but more complicated cases can take up to the full 5 years.
It is nowhere near even the average time yet. Especially considering this case undoubtedly involves numerous offshore entities, which means I expect the SEC and/or DOJ to use up much of the 5 years they have before filing.
