Not raising the full amount to the finish line is a big mistake imo. The street is very aware of how the Rock operates and i am afraid that this will trade sideways going into yet another raise shortly after this one. That being said, I don't think any PR other than a partnership or FDA approval will bring much more in by the way of exercising warrants so If I was the Jackass Randall, I would be really thinking about this.
