Nake Short shares + Short shares(some) are FTD's
Short shares are cleared with in 5 days!
Nake Short shares are cleared ONLY when they are bought back!
They remain FTDs tell then! sometimes for years!

If the broker who created the these FTD's goes bust then the FTD's just contiune to float! never cleared, unless the Co buys all its stock back (real shares) and goes private then a lot of people will get stuck with AIR!
The Co can then go public with an IPO!

That is about the only way such a condition can be repaired, most co. (Penny) can't afford to do that, and there stock will never rise!
