There's no way the company can do a secondary like you suggest. It does not work that way, you should know it. Any attempt to issue 100M shares will be met with heavy selling, bankers know it and the secondary would effectively be priced at a dime or less. That involves double or triple warrants attached. The noose around the company's neck would tighten to suffocate everyone except for the shorts.
What you suggest is called Autodafé.
