I am not an authority on the government rules but I asked Kory a few months back and his reply was that they could sell oils.
If you look into the rules on the government license regs you will see that there is a pre sales inspection that needs to take place before the final license is handed out. There is a pre inspection for each of the license levels. Dried/Fresh/Plants/seeds/Oils.
They have all theirs in place except for Oils. I think they would need to have a supply and all other paper work before they get the final go. I do not think it is any more then going through the final inspections. They first need to have the product and an avenue to sell it.

I have done a fair amount of research on this but would love to here from others. It is confusing but what government system isn't.
