So, the airport agreements are subject to the completion of the airline licensing process and the receipt of applicable regulatory approvals which sounds like a no problemo hurdle as they (JET) were granted an unprecedented exemption from the Government of Canada that will permit them to conduct domestic air services while having up to 49% foreign voting interests.

So which is the chicken and which the egg, delivery of the planes or licensing & reg approvals?
