Otherwise they serve the purpose of protecting the enterprises from hostile takeover, how do they do this? Simply by being there. e.g. big money wants to buy controlling interest can never succeed as long as govt. can exercise warrants and take the umpapa out of the takeover, that is why such a outrages number and equally outrages strike price, for nothing, makes it too easy.
