Not really, I am involved in Municipal planning. Properties are bought all the time with no hint given until plan submission. If the planned development has the same zoning as the existing and requires no variances or waivers then it makes perfect sense to not disclose the plan yet. It is quite obvious that Mr. V discloses nothing until the time is right. Very smart IMHO.
