Regal Consulting: Does anyone know if they are a legit PR company?

Reason for the question is I just found out through another website that Delcath Systems (OTCQB: DCTH) signed a 12 month agreement with them back in August worth over 1.3m in cash and 180k shares.

Shortly after the agreement (which happened to coincide with a Subscription Rights Offering) the price spiked and then fell off... looking almost like a Pump & Dump.

Also noted that the only news about a marketing deal with medac in Germany announced in December has come from Delcath... nothing from medac and nothing on the medac website.

Any insights into the legitimacy of the company would be appreciated.
