Scott Honan made the comment in the Dec presentation that they couldn’t lay one slab of concrete without this air permit.

They certainly would NOT set chillers “on the ground” to start freezing the main shaft. That kind of equipment, generators or chillers would all be on a thick solid concrete slabs.

Although, I do believe that once financing is announced and they pay (if they have to) the gas company and OPPD to start building those lines, they certainly wouldn’t start at the finish line.

That type construction would all be started off site at wherever the location coming from, IMHO.
