Hopefully, getting back on track. I don’t know how to make this information any plainer.

NE State Law from the NE Department of Environmental Quality web site.

This below time-line is the NDEQ’s words, NOT mine. NioCorp start gathering this information for this PSD Air Construction permit last September 2018. IMHO, NioCorp should be getting the information or application to the State of NE, I would think soon. They DO NEED the ENTIRE detailed design of the plant (anything that has to do with air quality), both above ground and below ground in order to file this application. They CAN NOT start construction without this PSD construction air permit.

NioCorp’s current focus is the PSD Construction Air Permit. The air monitoring which began in March 2017 is completed. Consulting teams for the PSD permit were engaged in September 2018.

The following paragraph copied directly from the web site: The NDEQ’s words…..

The construction permit application needs to be submitted to NDEQ as soon as possible once the design of the plant is known. It typically takes from four to six months to complete our review and draft the construction permit documents, followed by a 30-day public comment period. I DID NOT look up the “Fast Track Permitting” which could possibly change or shorten this time-line.
