Think about it. UST will need to repay the NWS over-payments.

There are only 2 options. Use the NWS over-payment to settle the bailout and sell the warrants to pay for the outstanding balance. Or, cancel the warrants and covert the bailout into shares and sell them to repay the NWS over-payments. Either way, UST will need a good price. So, re-list will come first. IMO.
