You seriously think that building a refinery requires only one single permit? There would be literally hundreds of various permits, filings, studies.... The list is long, MMEX got a single permit a long time ago and is apparently no longer valid since they botched the original design so badly. MMEX has announced ZERO other progress in anything that would show any progress, or time an money spent on any progress.

Lots of dirt was pushed. A a costs of a couple thousand dollars. Now where is all that "Administrative Expense" money going?
