Mnunchin and the WH do not need En Banc decision to unwind sweep and release FNMA from conservatorship. Mr. Otting within his current capacity can do it any day. The best part about this is that he does not need congress' approval !

After all, Mnunchin and Calabria already said they want to get this done.

I think it would be best to have Otting executes this before the En Banc decision comes out. This will give the en banc judges a reason to expedite a favorable decision for eliminating sweep and ending conservatorship.
