-Beneficiary: The person who is "eligible to receive" benefits through a health insurance ...

-Eligibility: Refers to the process whereby an individual is determined to be "eligible" for health care coverage through their plan.

(to my mind this clearly means that insurance will cover the cost, therfore, it has to have been approved and issued a coding #, for gov't/private healthcare insurance); as Sitzerland recently did.

The more national/private insurers that approve it, the more doctors will use it because they know that they will get paid. Or, the patient pays out-of-pocket, I suppose.
