Look at the very first column in the table: Year Built. Clearly all 17 of the facilities in the EIA table were built after 1972.

Because MMEX-scam is a share-selling scam, MMEX-scam will not be building anything, other than increasing shareholder loss, because MMEX-scam is not financeable, other than through toxic lending, which is insufficient to construct a capital project like a refinery.

Your link refers to upgrades, rebuilds and expansions. MMEX is brand new and being constructed with the most modern, environmentally friendly, efficient and safe equipment components and systems available. Truly a historic project that will get lots of attention.
