Dude, level 2 chart shows same people that does both buying and selling at the same time. They are boots, day trading flippers. Doesn't mean anything.
Seems nobody wants to sell at these low pps, and there is no buyers there either. Them booths, got their traps set up and just sitting and waiting for any market orders to come in, and that's all.
