Yes, I'm certain it was Oregon, not Washington. By its numeric designation, you know it was filed very early in this cycle, within a month or so after the '04 election day. Obviously it didn't make it to the ballot, and I was just wondering if you knew whether that was because it was withdrawn or failed to meet signature requirements, and what political discussion there might have been and whether there was ever any kind of money or sponsorship of note behind it.

Making elections non-partisan and eliminating the dominant party-controlled primary system is probably the biggest realistic step that could be taken to break the chokehold on power owned by the two major parties that has resulted in the corrupting and devolution of the democratic system. Once you get to non-partisan elections, then you're halfway to being able to consider parlimentary elections and the rise of legitimate minor party competition.
