I think people who watch it, might use it to quickly scan stocks for unusual activity. But then they would still read what the rush is all about. It could be negative to, or just chatter about moving goalposts. To invest based on the breakout boards doesn’t seem smart to me. But if some news comes out, or is comming and is increasing the activity, it might be a signal for an upcoming increase in pps. But then you would first need to read into it.
