The press release state that " We expect the website to be launched by end of year"
That means if they had no issues. That's all it means , not that the scheduled date was Dec. 31st 2018.

The rest about the hosting services is just assumption and conjecture.
Perhaps the different hosting service deals with e-commerce or had more experience maybe? Perhaps better safety and security for the e-commerce customers?
