Will the Chinese be allowed to participate. As it stands now, China is holding off and the US vice versa. If the Japanese were smart they would step in. But how much better could it get if Dept. of the Interior or another agency like the Dept. of Energy. This is likely to get a helping hand as the climate is improving for renewed energy under the new administration.
