Did you miss the part about the Gov't being shut down and SEC to a bare bones crew right now? Nothing will get approved that fast and the backlog of work keeps piling up at the SEC.

If the SEC has to approve anything for a GIFA OTC merger, then I see delays. If SEC is not involved then it will happen when it happens.
