PIPE-based toxic lending is more complex, and takes a slightly broader range of props, and span of time to wring retail shareholder's money out of their sad little hands - Mad J. knows this, and structured MMEX appropriately.
In the market MMEX is executing its scam, there are plenty of C-market media outlets that Mad J can rely on to parrot his unsupportable PR's and B.S., none of whom do no fact-checking or vetting.

Local politicians are just used as props and extras in Mad J.'s cast of clowns, to promote his share-selling scam. A local politician just goes along to get along, and their job is to promote potential economic development, even shite like MMEX, no matter how shady it is. They have nothing to lose when MMEX ultimately fails. Who knows - Mad J. may have even done a little pocket lining for the good word.
Engineering firms look for business opportunities - since they have no contractual relationship with MMEX, a roll of the dice is that MMEX might advance them some bucks on this "project," or MMEX will roll over into the bar-ditch - either way, they haven't lost anything - why MMEX has had four EPC "agreements" so far, and still has failed to execute anything.
Mad J., aside from some possible chump change to line a few pockets, pay for a few shots, and maybe a table dance at Jaguar's hasn't spent any material funds on anything - he's siphoned off about $2-million in "SG&A expense" and related-party fees. Typical of OTC share-selling schemes like MMEX.
So there is a difference, however minor, and semantic between the run-of-the-mill OTC pump & dump, and the mediocre toxic debt based share selling scam like MMEX - the difference is immaterial, because scam and fraud are just the same 'ol OTC B.S. at the end of the day, no matter what facade it wears.
When you are dead, you don't know that you are dead. It is difficult only for others. It is the same when you are stupid.
