No, there’s no reason to submit an annual report without posting all three prior past due quarters. They’ll not be OTC pink current until then.

ASKE is past due their 04/30/18, 07/31/18, and 10/31/18 quarterlies. They are now Pink No Information with a Stop Sign. Their fiscal year end is 01/31/19 and the report for that period is due May 1, 2019.

There’s been no information/news about “contracts” or even in what sort of business they’re currently engaged.
