I checked SEDAR initially - this is the company filing it and I have certainly seen lots of companies misstate these things but what exactly do they mean by this
In July 2018, the Company completed the share consolidation of its issued and outstanding common shares

Who completed and where? If they only had the lawyers do this split and show in in the "minute book" - did the exchange do it? I would say no - I think the company did not follow the proper procedure with the US authorities. I do not know that but that seems to be what happened
