Could be a few reasons but MM could just bee doing wash type trades to keep the stock active. Could be someone selling this years losses now. it isnt much dollar value so could be book balancing.
I dont know enough about the loopholes of the OTC.
There is also the bag holder that can severely lower their average by buying and building a low enough average that a pump and dump can get them even. It normally takes a few people with large losses to risk it but there are those here so its possible.

P&D is harder to do now than it was 10 years ago tho
