The broker-non votes counted for neither yes or no. Ted got more 'Against' than 'For' but t was a plurality vote so it doesn't matter.


A plurality vote (in North America) or relative majority (in the United Kingdom) describes the circumstance when a candidate or proposition polls more votes than any other, but does not receive a majority.


He only needed one vote to retain his position as there were no other candidates
